Guide for organized scientific expeditions

What you should know before applying

  • The procedure within this section only applies to local organisations and research institutions that would like to organise scientific expeditions. 
  • No access fee is imposed for scientific expedition organised by local organisations and research institutions. 
  • The main organiser of the scientific expedition will be responsible for applying the Access Licence. 
  • Prior to the application, the organiser must receive permission from the resource manager. 
  • Your application will not be processed until all necessary supporting documents and information have been submitted. 
  • Public officers do not need to apply for the Access Licence provided that the scientific expedition is organised as part of their prescribed duties following their respective Enactment and do not involve any second and third party. Should there be any involvement, the second or third party must apply for the Access Licence.

How to Apply?

  1. If necessary, please contact us for advice. 
  2. Prepare all supporting documents.
  3. Complete and submit the Access Licence Online Application Form. 
  4. Incomplete applications will be rejected.

Supporting documents checklist

  1. Complete online application form; 
  2. A formal request letter from the main organiser of the scientific expedition; 
  3. Permission letter from the resource manager; 
  4. A copy of the scientific expedition proposal; 
  5. List and details of members (including RAs) involved in the scientific expedition (details include name/nationality/ affiliation/MyKad/passport number/ research title/ position); 
  6. Photocopy of MyKad or passport (including team members); 
  7. Copy of team members research proposal/abstract; 
  8. Letter of consent from the Chief Village (to fulfil PIC) (only applies if your research involves knowledge owned by the native and local community; 
  9. Security clearance letter from MKN (KK Branch), ESSCOM, and PHEDNP (only applies if the research expedition area involves marine waters/marine parks on the East Coast of Sabah); and 
  10. Other supporting documents as requested by the secretariat to complete your licence application.

Terms & Conditions

  1. The Access Licence is issued based on the duration of the scientific expedition but not more than 1 year; 
  2. The collection of samples and specimens is purely for non-commercial research. 
  3. The main organiser will be entirely responsible for ensuring all samples and specimens collected during the expedition are deposited safely within one of Sabah's participating organisations/institutions; 
  4. As the organiser, you are entirely responsible for the conduct of the members of your research expedition; 
  5. Once complete, the main organiser must submit a complete report of the scientific expedition and the list of collected samples and specimens to SaBC; 
  6. Export Licence should be applied individually and NOT by the main organiser. The application will go through the same Export Licence Application Procedure;
